At the start of the current session of the Maryland General Assembly- Governor Larry Hogan announced plans to introduce the Universal School Start Act of 2020, which will require public schools around the state to start after Labor Day. The announcement came almost one year after the legislature overturned a similar 2016 executive order that schools had to start after Labor Day weekend. Hogan said that he believes the legislature’s overturning of his order made school start dates confusing, as well as going against what those in the state want. With no resolution at this point, the Allegany County Board of Education has been presented with two drafts for the 2020-2021 school calendar: a pre-Labor Day start version and a post-Labor Day start version. Dr Kim Kalbaugh, Chief Academic Officer, told the board this week that there is some question about possible waivers. The local system has been granted waivers since 2016 to allow a post Labor Day start- but that may no longer be an option as it appears the system would not qualify….
