West Virginia Governor Jim Justice has ordered state flags to be flown at half-staff from dawn to dusk on Thursday, September 28, 2017 at the Capitol Complex and in Preston and Tucker Counties in remembrance of Del. Tony Lewis of Preston County who passed away earlier this week.
