On 05/08/2016, at 3:26 AM, a patrol officer with the Cumberland Police was on routine patrol when he observed a vehicle parked in the Valley Street parking lot of the Allegheny Highlands Trail. When the officer approached the vehicle he found two subjects inside the vehicle, a 15 year old female and a 21 year old male. Both denied that anything happened at that time. Due to the suspicious circumstances and the ages of the subjects, the case was forwarded to the Allegany County Combined Criminal Investigation Unit (C3I) to determine if a sex offense had occurred.
The investigation by C3I determined that the 15 year old female was a student at Fort Hill High School and a member of the girl's track team. The 21 year old male, although not employed by the Allegany County Public Schools, was a volunteer coach for the track team.
The investigation further revealed that the two had been involved in a romantic relationship for the past several weeks, which led to inappropriate sexual contact, due to their age difference, and his position as a volunteer coach.
As a result, on 05/16/2016, 21 year old Allen Wayne Kifer Jr., of Cumberland, was charged with 3rd Degree Sex Offense and 4th Degree Sex Offense by a Person in a Position of Authority. He was charged via criminal summons, and is free pending trial.
Kifer has been dismissed from his position as a volunteer coach by the Allegany County Board of Education.
