Allegany County Commissioner Bill Valentine says he doesn’t anticipate the Kirwan Commission to complete its charge by the end of December as had been hoped. The 25-member commission, formed to revamp the way the state distributes funding to school systems, has been holding public hearings across the state before issuing a report to the legislature. The General Assembly will then decide how to implement its recommendations. A study released last year estimated it would take an additional $1.9 billion in state funding and $1 billion in local funding to adequately fund Maryland’s schools.
