WHAG TV reports the Maryland State Board of Education submitted an opinion to the Frederick County School Board that states that parents and students do not have the right to opt out of state assessments. In an effort to clear any misunderstandings, the Frederick County School Board requested a ruling on the true intent and meaning of the laws relating to state assessments, and if parents could opt out their children from taking the tests or if students could refuse to take them. School officials said while they understand parent's concerns, their main goal is making sure they stay in compliance with the state. Deputy Superintendent Mike Markoe said the school board will now review the response from the state and carefully consider it alongside the concerns of parents. Officials said at this time, they do not have any dates for the public hearings.
