During this year’s legislative session Governor Larry Hogan pressed lawmakers to approve a constitutional amendment that would change the way the boundaries of Maryland’s congressional districts are drawn, from having the governor and lawmakers do it to having a non-partisan panel do it. Hogan and others who call for congressional redistricting reform says the current system favors Democrats over Republicans and creates gerrymandered districts which divide communities. Many point to the Maryland 3rd and 6th Congressional Districts as the worst example of gerrymandering. Democrat John Sarbanes represents the 3rd district.
