On Thursday, May 14, 2015 at approximately 5:20 p.m., the Cumberland Police Department responded to Memorial Avenue at First Street in reference to a male subject destroying property and acting in a disorderly manner. Dispatch advised of an intoxicated male subject who entered a vehicle in this area. Upon the officers arrival contact was made with the suspect who was identified as, Jason Mark Garlitz who was seated in the driver’s seat of a vehicle which is not his. The officer began to try to talk to Garlitz about why he was in this vehicle and if he had permission to be in this vehicle. Garlitz would not talk with the officer; he began yelling and screaming which created a neighborhood disturbance by causing several neighbors attention to be drawn by Garlitz’s actions. Due to Garlitz’s behavior and him failing to lower his voice he was placed under arrest.
After Garlitz was secured the officer began to investigate and spoke with several witnesses who observed Garlitz urinating on the vehicle he was seated in. The witness stated that Garlitz entered the vehicle and began to destroy items inside the vehicle by pulling contents out of the vehicle and throwing them around inside which caused damage to the interior of the vehicle. Garlitz was able to shift the vehicle into neutral causing the vehicle to drift a small distance down the street before striking a curb and coming to a rest.
Garlitz was transported to Police Headquarters for processing and was later taken to District Court for his initial appearance and was held at the Allegany County Detention Center on $5,000.00.

Charges:
Disorderly conduct and malicious destruction of property.

Stolen Utility Trailer
On Thursday, May 14, 2015 at approximately 10:00 a.m., the Cumberland Police Department responded to a business located on Garden View Drive in reference to a theft of a large utility trailer. Upon the officer’s arrival contact was made with the victim who advised that sometime overnight unknown persons stole his utility trailer. The trailer is described as a black in color, dual axle, 22 foot long, 2005 Kaufman utility trailer with white wheels and external loading ramps which extend upward from the rear of the trailer. At the time of the theft the trailer displayed a Maryland registration, 869090G.

Shoplifting Arrest
On Thursday, May 14, 2015 at approximately 11:45 p.m., the Cumberland Police Department responded to the Sheetz store located on Virginia Avenue in reference to a shoplifter inside the store. Upon the officers arrival contact was made with a store employee who advised that they witnessed a male subject steal an item while inside the store. This subject was identified as Ron Stephen Claggett Jr. Claggett was placed under arrest and transported to Police Headquarters for processing. Claggett was issued a criminal citation charging him with theft less than $100.00 and released pending his trial at District Court.
