Comptroller Peter Franchot spent the day Thursday in Western Maryland, beginning at Buttercup Boutique in Cumberland, where he continued his annual Shop Maryland for the Holidays Tour by presenting owner Marcy Dearcangelis with a proclamation to recognize the store's success.
