The Cumberland Mayor and City Council Tuesday received a brief overview of a proposal from the city’s Parks and Recreation Board concerning the possible development of a sound garden at Constitution Park. A sound garden, essentially an area where children would be encouraged to explore sounds by clanging and banging different objects, could be located at the site at the park that formally was home to a train caboose, a fire engine, an airplane, a tank and a cannon.
