On May 17, 2020, Cumberland Police Officers where conducting routine property checks in the 100 block of Bedford Street. While conducting their checks, officers observed a vehicle on private property that appeared suspicious. Officers contacted the lone occupant identified as Justin Fagan, age 52 of Cumberland, Maryland. Officers investigating the incident requested a K-9 to respond to conduct a free air sniff of the vehicle. The Cumberland Police K-9 alerted to the odor of a controlled dangerous substance (CDS). A probable cause search resulted in an amount of CDS being recovered. Subsequently, Fagan was arrested and charged with two counts of CDS possession not marijuana. He was later taken to District Court for his Initial Appearance, and remanded to the Allegany County Detention Center on $5000 bond.

He is wearing a mask. This man is a hero. He should be entitled to more stimulus money. Then he can invest it in more drugs.
