On Tuesday, February 7, 2017 at approximately 11:45 p.m., two uniformed Cumberland Police Department Officers were conducting a routine foot patrol in the 200 block of Virginia Avenue. As they were walking through this area, checking businesses, houses, and alleys they observed a male subject acting in a suspicious manner. This male was standing at the driver side window of a silver passenger car which was in a parking lot in the 200 block of Virginia Avenue. The officers observed what appeared to be a “hand to hand” drug transaction taking place between this male subject and the operator of this parked vehicle. The officers then observed this same male enter the vehicle through the passenger side door.
The officers then approached the vehicle. As the officers approached they were able to see the female operator holding a hypodermic syringe, and other materials used to prepare CDS were lying on her lap. Just as the officers identified themselves and made contact with both occupants of this vehicle the female was just inches away from administering suspected CDS into her arm with the hypodermic syringe.
The female that was seated in the driver’s seat was identified as Brianna Lee Lear, W/F, 20 years of age, Capon Bridge, WV.
The male subject who was observed making the transaction and entering the vehicle, seated in the front passenger seat was identified as Stephen Armand Fisher, B/M, 30 years of age, Cumberland, MD.
Brianna Lear was arrested and charged with possession of Heroin, possession of controlled drug paraphernalia, and possession paraphernalia. Lear was taken to District Court for her initial appearance and released on her personal recognizance.
Stephen Fisher was arrested and charged with one count of distributing a controlled dangerous substance (Heroin). Fisher was also served with a bench warrant that charges him with violation conditions of his probation. Fisher was held at the Allegany County Detention Center on a total of $16,000.00.
