William "Brit" Kirwan, chair of the Maryland Commission on Innovation and Excellence in Education, otherwise known as the Kirwan Commission, tells WBAL Radio that  the state absolutely has the abilility to cover the cost of the program without massive tax hikes….

 

 After studying the world's best performing schools, the commission is calling for significant improvements and investments in Maryland school systems.
