On Wednesday, Patrol Deputies with the Allegany County Sheriff's Office observed a motor vehicle operating in an unsafe manner on Interstate 68, Cumberland, MD. Deputies conducted a traffic stop on the vehicle and were able to observe the operator ( Joan Lee Samuels, 57 of Johnstown, PA) to be showing signs of impairment. Deputies administered standardized field sobriety testing and subsequently placed Samuels under arrest. A search of the vehicle yielded approximately $3,000 worth of suspected Heroin . Samuels was transported to the District Court Commissioners Office where she was remanded to the custody of the Sheriff in lieu of $5,000 bond. Deputies were assisted by Officers of the Cumberland Police Department.
Samuels was later released after posting bond.
