The war of words is underway in Annapolis on legislation that would limit the governor's power. Last year, the Democratic controlled legislation passed a bill that requires the governor assign a score to all transportation projects. The score is based on more than a dozen categories, including the impact on traffic congestion and the environment. Governor Larry Hogan has called repealing that bill his top priority for this year's session. At a news conference last month, Hogan called it a "road kill" bill and noted it will kill more than 70-projects.
