Hogan Appointment to Orphan’s Court Expected in ‘Near Future’

November 9th, 2017 by WCBC Radio

The Allegany County Orphan’s Court has been functioning with just two judges for close to three months now- with the process to replace longtime Judge Billie Gilpin moving in a deliberate fashion. After serving more than two decades,  Gilpin resigned in mid-August due to health concerns- leaving judges Donna May and Ed Crossland to handle all matters that come before the court.  The seat vacated by Gilpin is to be filled by appointment from Governor Larry Hogan. The governor’s appointment secretary Chris Cavey told WCBC News Wednesday that the process is winding down, saying that no new applications are being accepted. He added that a name will be on the governor’s desk for consideration in the “very near future”.  Cavey refused to discuss any specifics, not identifying any of the candidates, and not providing the number of candidates who had applied for the vacancy.  One candidate that is known is former state planner and local historian Al Feldstien who confirmed to WCBC News that he had submitted an application.
