Frostburg Mayor Robert Flanigan and City Council members agreed during a Thursday work session to send a letter-of-intent to Gov. Larry Hogan requesting the establishment of a state-run COVID-19 testing site in Allegany County.
Westernport resident Noah DeMichele, president of Frostburg State University’s Student Government Association, sent a letter last month requesting such a facility be opened in the county in anticipation of thousands of students returning to the university’s campus for classes that begin Monday.
The request was denied.

I still have no heard an explanation as to why the County was the one who had to issue the contract for doing the testing for FSU students a few weeks back. This sounds like a State and FSU responsibility to me.
