According to Frostburg Police, a domestic disturbance late Wednesday in the 100 block of Taylor Street led to the arrest of a Frostburg man. William Todd Carbaugh, 38, was charged with second-degree assault and remained jailed  in lieu of $50,000 bond set by a district court judge during a bail review hearing. According to a release, Frostburg Police made the arrest during investigation of the 10:16 p.m. complaint. Carbaugh reportedly suffered minor injury in the incident and was treated at the scene by Frostburg Ambulance personnel.
