A new snapshot of Maryland’s financial picture released this week. The Board of Revenue Estimates this week revised upward the forecast for tax revenues collected for this fiscal year by more than $212 million. Earlier this month, Comptroller Peter Franchot announced the state ended last fiscal year in June with a $295-million surplus. Franchot, who chairs the Board, says the write up is reason for "cautious optimism" about the state's financial health, but he still thinks lawmakers need to be careful with spending….
