The four Maryland death row inmates whose sentences are being commuted by outgoing Governor Martin O’Malley are all housed at the North Branch Correctional Institution. Once they are off death row, they will become eligible for transfer to medium security prisons, under the sentence of life without parole. The four will also lose the privilege of having a single cell. O’Malley will complete the paperwork by the time he leaves office on January 21.
