Efforts are continuing in Annapolis to see at least a partial restoration of highway user funds to help local governments make road repairs. Gov. Larry Hogan in February announced that he has set aside $25 million to begin the process. Under Hogan’s plan, municipal governments will get $19 million and county governments will get $4 million. The city of Baltimore is slated to get $2 million. Cuts to highway user revenues have been a sore point between the state and local governments in recent years. Hundreds of millions of dollars that had been used for highway user funds were tapped to balance the budget during the recession and its aftermath. Allegany County Commissioners President Bill Valentine said the complete restoration of funds will take close to a decade, but at least the Hogan administration is moving in the right direction…
