Another effort is underway to try to halt, or at least minimize annual raids of Maryland’s Transportation Trust Fund- as counties and municipalities have continued to lose millions of dollars for road and highway maintenance. Over the years, there has been a sharp decline in those funds, which have been diverted by the state for other purposes, including mass transit in urban areas. In 2009, Allegany County received just over $4 million in highway user funds from various state revenues for use on county roads and bridges. For fiscal 2013, that number was down to a little over $400,000. Voters in Maryland this November will decide the fate of a state constitutional amendment that will limit when the governor and the legislature can take money out of the state's Transportation Trust Fund.
