The Cumberland Times News reports legislation mandating significant increases in the fines for illegally killing deer in Maryland became law on Wednesday, without Gov. Larry Hogan's signature. Hogan didn't sign House Bill 410, but neither did he veto it. As long as there is no veto, Maryland law allows legislation that has passed successfully through the General Assembly to become law even though the head of state hasn't applied a signature. District court judges throughout the state who determine a person is guilty of illegally killing a deer must now assess certain fines based upon what is atop the animal's head, as well as require the guilty party to work community service.
