When the city of Cumberland began formulating its FY 2017 budget last month perhaps the most glaring problem identified was the dramatic rise in health care costs- and those increases will be felt by the Downtown Development Commission. Although the DDC has just a few employees, there is little or no opportunity to generate additional revenue thus creating a difficult fiscal challenge.
