Cumberland Police Have Busy Tuesday

At approximately 740pm officers responded to Union Street for a subject lying on the sidewalk.  While investigating the incident officers were informed that David Allen Mullen was at a nearby property and that he is not welcomed.  Officers made contact Mullen informing him that he was no longer welcomed on the property and needed to leave.  Mullen collected his property and left the area.  A short time later while officers were still on Union Street they observed Mullen return to the same location that he was just told to leave from. Mullen was taken into custody without incident for trespassing.  Mullen was transported to Police Headquarters for processing.  He was later released from custody pending trial in District Court.

At approximately 1133pm an officer from the Cumberland Police Department observed a stop sign violation on Front Street at Baltimore Avenue.  The officers conducted a traffic stop making contact with the operator Jerome Michael Banks.  Upon contacting Banks the officers detected the odor of marijuana and alcohol coming from the vehicle.  Banks admitted to officers that he was in possession of marijuana and also admitted that he was in possession of a baggie of cocaine.  The officer seized the contraband and placed Banks under arrest.  He was transported to Police Headquarters for processing.  Banks was later taken before the District Court Commissioner where he was released pending trial.

At approximately 500am an officer conducted a traffic stop on Henderson Avenue for an equipment violation.  During the stop officers made contact with a passenger Christopher Adam Johnston.  It was discovered that Johnston had a violation of probation warrant.  Johnston was taken into custody without incident.  He was later transported to the District Court Commissioner’s Office where he was held on a $2,000.00 bond.

The Cumberland Police Department is investigating a hit & run crash that occurred in the parking lot of Save-A-Lot on Industrial Blvd.  The crash occurred between 7pm and 8pm on January 7, 2019.  The suspect vehicle struck the rear of a white GMC truck parked in a handicap parking spot near the top of the lot.  Anyone with any information about the crash or any possible suspect vehicle information is requested to contact the Cumberland Police Department (301)777-1600 or the Allegany/Mineral County Crime Solvers (877)722-4307.

On May 8, 2018 officers from the Cumberland City Police Department responded to Potomac Therapy, located at 429 Henderson Avenue for a tampering with motor vehicle complaint.  Upon the officer’s arrival, information was received that a white female was attempting to gain entry into the complaints vehicle. The suspect was confronted by the complainant and ran from the area on foot.  The suspect, Mary Concetta Yoder was located a short distance away. The complainant was escorted by police to the area of the suspect where she identified her as the female who was trying to gain entry into the vehicle.  Yoder was placed under arrest at the scene and transported to the station. Yoder was processed and served with a criminal citation for disorderly conduct and issued a traffic citation for tampering with a motor vehicle. Yoder was released from the scene pending a trial date in District Court.

Arrest Warrant Served

On May 8, 2018 Cumberland City Police served an arrest warrant on Brandon Lee-Anthony Miller, age 19 of Cumberland, Maryland.  Miller was charged with failing to appear in District Court on an earlier case. Miller was processed, served and taken before the District Court Commissioner.  Miller was held in the Allegany County Detention Center on $1,000 bond.

Arrest Warrant Served

On May 8, 2018 Cumberland City Police served an arrest warrant on Venessa Danielle Canan, age 27 of Cumberland, Maryland.  Canan was charged with violating conditions of her probation. Canan was processed, served and taken before the District Court Commissioner.  Canan was held in the Allegany County Detention Center on $500 bond.

Fugitive Warrant Served

On May 8, 2018 Cumberland City Police served a fugitive warrant on Richard Alan Welsh, age 48 of Cumberland, Maryland.  Mr. Welsh was being charged in the state of Pennsylvania for making terroristic threats. Mr. Welsh was processed, served and taken before the District Court Commissioner.  Welsh was held in the Allegany County Detention Center without bond. Mr. Welsh will be extradited back to the state of Pennsylvania at a later date.

Hit and Run Incident

On May 8, 2018 officers from the Cumberland City Police Department responded to Cumberland Street and Chase Street for a reported motor vehicle accident.  Upon the officers arrival they made contact with a female driver who was the operator of the vehicle that was not at fault. During an investigation into the matter, officers learned from the driver that she was traveling East on Cumberland Street when her vehicle was struck on the passenger side.  Once the vehicle came to its final resting point she made sure no one was injured and called the police. Officers were able to locate the at fault vehicle but both the driver and passenger left the area on foot. The driver of the at fault vehicle was described as a white male. Officers were not able to locate the driver at the scene, but found a pay stub inside the vehicle belonging to Vance Ridgeley.  The suspect’s vehicle was towed from the scene.

On May 8, 2018, Troopers with the Maryland State Police located in Lavale, Maryland contacted officers from the Cumberland City Police Department in reference to a reported stolen motor vehicle.  During an investigation into the reported stolen motor vehicle, officers were able to determine that the vehicle was not stolen and determined to be the vehicle involved in the hit and run accident earlier in Cumberland.  Vance Ridgeley was interviewed by police and later confessed to being the driver of the at fault vehicle. Ridgeley explained to officers that he panicked at the scene and ran. As a result of the incident, Ridgeley was issued 8 citations and later released.

Charges: Driving on a Suspended License, Failure to stop after an accident involving damage, Failure to return to and remain at a scene of an accident, driving without a license, negligent driving, Failure of vehicle in accident to issue insurance information, Failure to display license on demand and Failure to display registration card on demand.

 

Disorderly Conduct Arrest

On May 8, 2018 officers from the Cumberland City Police Department responded to 525 Dilley Street for a disturbance.  Upon the officers arrival they made contact with Brandon Livengood. Officers were advised by Livengood that he was the victim of a theft and he believed his son to be the suspect.  During an investigation into the matter, Mr. Livengood became irate and started yelling and screaming at the officers. Livengood was informed numerous times by the officers to lower his voice or he would be arrested.  Livengood failed to obey the officers and had to be placed under arrest. Livengood was taken from the scene to the Cumberland City Police Department. Livengood was issued a criminal citation and released pending his trial date in District Court.

Criminal Summons Served

On May 8, 2018 Cumberland City Police served a criminal summons on Daniel Guy Bohrer, age 42 of Cumberland, Maryland.  On April 27, 2018 officers from the Cumberland City Police Department responded to the Post Office on Park Street for a domestic assault.  During an investigation into the matter officers learned from the female victim that she was assaulted by her boyfriend, Daniel Guy Bohrer.  The victim told officers that while she was holding their four month old child, when she was strangled by Bohrer. She explained to officers that she could not breathe, but was able to get away from Bohrer to contact police.  Bohrer was not located on this date. The victim was transported to the Western Maryland Health System for treatment. As a result of this incident, charges were issued for Bohrer. Bohrer was served with the summons and released pending a trial date.

Arrest Warrant Served/Parole Retake Warrant/CDS Arrest

On May 8, 2018 officers from the Cumberland City Police Department responded to the intersection of Columbia Avenue and Knox Street for a disturbance between a male and female.  Upon the officers arrival they located both parties involved in the disturbance. The male subject identified as, Stephen Armand Fisher was found to have a circuit court warrant for Violation of Probation.  Fisher was placed under arrest at the scene. During a search of his person incident to arrest, officers located a silver pipe used to inhale crack cocaine. Fisher was transported to the Cumberland City Police Department for processing.  After arriving at the station officers learned that Fisher also had a Parole Retake Warrant through the Department of Corrections. Fisher was taken directly to the Allegany County Detention Center and held without bond. Fisher was also issued a criminal citation for drug paraphernalia and logged with a detainer for the parole retake warrant.
