Cumberland Police Chief Charles Hinnant, who announced earlier this month that he will retire Novermber 1 was honored Tuesday night by the Mayor and City Council in a ceremony attended by a large crowd of friends, family and colleagues. His retirement marks end of a 47-year law enforcement career that included 29 years with Maryland State Police, six years as the Allegany County investigator for the Office of the State’s Attorney and the last 13 years as head of the city force.
