On the date of June 17, 2019 Deputies of the Allegany County Sheriff’s Office responded to the area of M. V. Smith Road Flintstone, MD for an animal complaint. When deputies arrived they located a makeshift structure on apparent abandoned property. Inside the structure deputies located eight emaciated Pitbull type canines without access to food or water. Evidence was obtained that lead deputies to believe the canines were involved in dog fighting. At that time deputies contacted Allegany County Animal Control and removed the canines from the dangerous situation.
Deputies continued the investigations which lead to a search warrant on a residence in Cumberland. At that time the deputies located further evidence of the training of fighting canines. Also obtained during the search warrant of the residence was suspected CDS along with a handgun. An additional Pitbull was removed from the residence by Allegany County Animal Control.
Allegany County Sheriff’s Deputies obtained and served arrest warrants for the residents of the home Blair Stephen Carter (42) and Deborah Kaye Carter (34) for the following charges.
Blair Stephen Carter:
Provide Premises for dogfight
Possess/Train dog for dog fight X9
Animal Cruelty X9
Animal Cruelty: fail to provide X9
Regulated firearm Illegal possession
Firearm possession with felony conviction
Illegal possession of ammo X3
CDS possession not marijuana
Deborah Kaye Carter:
Provide Premises for dogfight
Possess/Train dog for dog fight X8
Animal Cruelty X8
Animal Cruelty: fail to provide X8
CDS possession not marijuana
Blair Stephen Carter is currently held at the Fredrick County Detention Center awaiting extradition.
Deborah Kaye Carter was transported to the Allegany Detention Center Central Booking where she was later released pending trial.
Allegany County Sheriff’s Office was assisted in this investigation by Allegany County Animal Control, Cumberland Police Department, C3I Investigations, Allegany County States Attorney’s Office, and the Allegany County Animal Shelter.
Due to the intake of these canines that are in need of medical care and food and basic needs the Allegany County Animal Shelter is seeking donations in the following forms.
The Shelter is always in need of supplies including:

Cat food (wet and dry)
Kitten & puppy food (wet and dry)
Kitty litter (prefer the plain, non-scoopable clay variety)
Blankets
Towels
HIGH-EFFICIENCY Laundry detergent ONLY

Litter boxes or small tin lasagna trays to be used as litter boxes

Baby food (chicken flavor – for the kittens)
L-Lysine supplement to help build immune systems
Probiotics
Heating pads (to keep mother-less baby kittens warm)
Make checks payable to the Allegany County Animal Shelter Management Foundation (ACASMF), then in the memo please specify what you want the money to go toward, e.g., vet bills, food, building fund, etc.
