On September 29th, 2019 the Cumberland Police Department responded to a Baltimore Avenue address for what was originally reported as a disturbance. Upon officers arrival they spoke with a witness who advised that a male had thrown a female against a vehicle and had taken her inside a residence. Officers attempted to make contact with the occupants of the residence but received no answer. Travis Leon Shears then exited the residence. When questioned about the incident Shears became disruptive and argumentative with officers causing numerous neighbors to exit their residences and observe his behavior. Shears was ordered numerous times to stop yelling and creating a disturbance, but refused to do so. Shears was then placed under arrest for disorderly conduct, later being released on a criminal citation pending trial. The officers then continued the investigation into the assault and questioned Shears further about the incident and Shears advised the male suspect was inside the residence. Officers were then able to gain entry to the residence where they located the suspect and victim, as well as locating a controlled dangerous substance packaged for distribution. Officers spoke with the victim who stated that Devin Malik Ferguson had wrapped his arm around her throat in a choke hold. Officers also spoke with other witnesses to the incident and they stated they observed Ferguson to have assaulted the victim earlier in the evening at a Frederick Street business as well. Officers conducted an investigation into the second assault. Ferguson was placed under arrest for possession with intent to distribute, possession of a controlled dangerous substance, reckless endangerment, two counts of second degree assault and two counts of disorderly conduct. Ferguson was remanded to the Allegany County Detention Center where he awaits his initial appearance before a District Court Commissioner.

Theft Arrest
On September 29th, 2019 the Cumberland Police Department responded to a Park Street business for a reported shoplifting complaint. Upon officers arrival they spoke with an employee of the business who stated they observed Nellie Ann Miller place unpaid for merchandise into her purse and attempt to leave the store. Miller was placed under arrest for Theft less than $100 and was released on a criminal citation pending trial.
