On January 31st, 2017 an officer from the Cumberland City Police Department was on patrol in the Park Street area when he observed a Volkswagen with Virginia registration that had a defective tail light. The officer conducted a traffic stop on the vehicle and upon making contact with the driver; an odor of marihuana was detected coming from the vehicle. The driver, identified as Trequan Malik Baylor of Winchester, Virginia and his three passengers were removed from the vehicle and a search was preformed. As a result of the search, officers located a large quantity of marihuana, U.S. currency, and two handguns. One of which, was fully loaded and reported stolen by the Shenandoah Sheriff’s Department in Virginia. Baylor along with Kobie Dominic Maxwell, Daquay Juan Pannell, and Macah Shy Cheeves were all placed under arrest and transported to the Cumberland City Police Department for processing. They were later taken before the District Court Commissioner and remanded to the Allegany County Detention Center without bail.

Kobie Dominic Maxwell, age: 18, Winchester, Virginia.
Charges: Possession of marihuana, CDS possession with the intent to distribute, handgun in vehicle, regulated firearm stolen/sell, firearm/drug trafficking crimes, and possession of firearm minor.
Daquay Juan Pannell, age: 19, Winchester, Virginia.
Charges: Possession of marihuana, CDS possession with the intent to distribute, handgun in vehicle, regulated firearm stolen/sell, CDS possession not marihuana, firearm/drug trafficking crimes, and possession of firearm minor.
Marcah Shy Cheeves, age: 20, Cumberland, Maryland
Charges: Possession of marihuana, CDS possession with the intent to distribute, handgun in vehicle, regulated firearm stolen/sell, firearm/drug trafficking crimes, and possession of firearm minor.
