On Tuesday, April 10, 2018 at approximately 12:48 PM, the Cumberland Police Department responded to a Virginia Avenue business in reference to a shoplifter. Upon the officer’s arrival, he contacted the staff who reported that the suspect, Harry Hupp Jr., was observed placing items into his pockets. Hupp then walked out of the store without paying for the items. After the investigation, Hupp was placed under arrest and transported to the police station. He was issued a criminal citation and released pending trial at the District Court of Allegany County.

DISORDERLY CONDUCT ARREST
On Tuesday, April 10, 2018 at approximately 7:37 PM, officers from the Cumberland Police Department responded to Greene Street at Bridge Street in reference to a subject stopping vehicles and begging for money. Upon the officers’ arrival, they were able to identify the suspect as Todd Cassino. Police have dealt with Cassino on numerous occasions in the past two months for similar activity. Cassino had been warned by one of the responding officers in the past to stop this activity. Officers learned that Cassino had been yelling at the complainant and begging for money. Cassino was arrested and taken before the District Court Commissioner where he was remanded to the Allegany County Detention Center on a $500 bond.

DISORDERLY CONDUCT/CDS ARREST
On Tuesday, April 10, 2018 at approximately 3:16 PM, the Cumberland Police Department responded to a Park Street address in reference to a harassment complaint. Upon the officers’ arrival, they learned that Cletus Hill Jr. had been evicted from the residence and was waiting with his belongings on the sidewalk until someone could assist him with transporting them. Hill was very upset with the property owner and began yelling and threatening the property owner. After being warned several times by police to stop his actions, he continued his behavior which drew the attention of passing motorists and pedestrians. At this time, Hill was informed that he was under arrest and police attempted to place him in hand restraints. Hill refused to comply and resisted arrest. Officers were able to eventually handcuff Hill. Hill was searched incident to arrest and CDS paraphernalia was located. Hill was transported to the police station for processing and later taken before the District Court Commissioner where he was remanded to the Allegany County Detention Center on a $2,500 bond.
