On 05/02/2017 27 year old Christopher Lee Sullivan, of Warfordsburg, PA, surrendered himself and was charged by members of the Allegany County Combined Criminal Investigation Unit (C3I) in connection with the theft of controlled dangerous substances. The charges stem from a joint investigation by Allegany County Emergency Medical Services and the C3I Unit into allegations that Sullivan, who was a full time paid paramedic, assigned to Cresaptown, was possibly involved in the theft of narcotic drugs from the Allegany County EMS system.
The issue first came to light when EMS supervisors became aware that Sullivan was reporting the usage of an usually high amount of Fentanyl. Fentanyl is sometimes used by paramedics with the Allegany County EMS system to treat patients who have suffered an injury, for pain relief, at an incident that an ambulance within the system has responded to. Suspicious of the amount of usage Sullivan was reporting, the incident was then reported to C3I on 04/04/2017 for further investigation.
C3I Investigators met with personnel in the Allegany County EMS system to review records and reports and conducted numerous interviews of potential witnesses. The review of records and the information obtained from witnesses helped Investigators determine that Sullivan could not account for a large percentage of the Fentanyl he was reporting as dispensing. Sullivan was interviewed as part of the investigation and provided information that confirmed Investigator's beliefs.
Sullivan was charged with multiple counts of Theft, Theft Scheme, Obtaining a Prescription by Fraudulent Means, and Possession of CDS-Not Marijuana. He was charged via criminal summons and is currently free pending trial.
Sullivan's employment as a paramedic with the Allegany County EMS system has been terminated.
