The condition of the pedestrian underpass at Queen City Drive and Baltimore Avenue continues to be a cause of concern for many area residents- including former longtime downtown mall manager Ed Mullaney. The underpass, which provides an option for navigating the railroad tracks, has been an eyesore for many years now with trash, graffiti and standing water just some of the issues. Although efforts such as security cameras and semi regular cleanups have taken place- they have provided only a “band aid” solution. Mullaney urged the Cumberland Mayor and City Council this week to take a more pro-active approach, perhaps securing grant funding and making a significant investment…
