Maybe the commissioners are starting to learn that CSX is bringing in their big city lawyers to bamboozle the local rubes here in Allegany county.
The locals already own all of the bridges, now they will find out that CSX is trying to get them to believe they own all of the crossings.

Exactly. CSX is shifting THEIR costs on to the taxpayers and so called government leaders go along! And CSX probably doesn’t even have to bribe the clowns anymore.

There must be some way for the city to research all agreements and contracts between them and CSX. That way there will be no surprises when these situations crop up.
Isn’t there a legal department (person)?
Isn’t that what they are supposed to do?
Why is the city always dumbfounded when this happens?
