As he gears up toward making a run for a seat on the Allegany County Board of Commissioners- Cumberland City Councilman David Caporale has few regrets during his tenure on the council- however a vote last year to increase taxes is something he still wrestles with. The city voted last summer to increase taxes nearly 10%. It was either that or implements some drastic budget cuts that potentially could have impacted key services.
