City Police Respond To Several Disturbance Calls

On June 16, 2019 at 5:52 pm, the Cumberland Police responded to Queen City Drive for a subject creating a disturbance.  Upon arrival officers located Phillip Potter, age 52 of Cumberland intoxicated and creating a disturbance.  Officers attempted to de-escalate the situation but Potter refused and continued to create a scene.  Subsequently, Potter was placed under arrest and charged on a Criminal Citation for intoxicated public disturbance. Potter was later released pending trial in District Court. 

 

On June 16, 2019 at 1:12 pm, a Cumberland Police officer was patrolling Queen City Drive when he observed James Moore, age 41 of Cumberland, creating a disturbance and consuming alcohol in a public place. Moore was contacted by officers and was charged on a Criminal Citation for consuming alcohol on public property.  He was advised to create no further problems and released to await triall in District Court.  At 1:27 pm, the Cumberland Police again received a complaint for a well being check around the same location.  When officers arrived they contacted Moore who was again creating a disturbance. Officers attempted to calm the situation but Moore refused to cooperate.  Subsequently, Moore was placed under arrested for disorderly conduct.  Moore was again released on a Criminal Citation awaiting trial in District Court.

 

On June 16, 2019 at 2:54 pm, a Cumberland Police officer on bike patrol observed a male creating a disturbance in the area of the George Washington Monument on Greene Street.  While officers were approaching the subject they observed that the male’s actions were creating a disturbance to the citizens in the area.  Officers contacted the male and identified him as Christopher Miller, age 45 Cumberland.  Subsequently, Miller was arrested and charged on a Criminal Citation with intoxicated public disturbance.  Miller was later released pending trial in District Court.

 

On June 17, 2019, at 2:51 am, the Cumberland Police were dispatched to the two hundred block of Baltimore Avenue for a disturbance.  Upon arrival officers spoke to building tenants who advised someone on another floor had been pounding on a balcony door for over an hour.  Officers responded to the suspected floor where the disturbance was occurring.  There, they located the appropriate apartment, and after entering located an intoxicated subject outside the apartment on the balcony repeatedly banging on the glass door.  At this time officers identified the subject as David Cassady, age 47 of Cumberland. Upon speaking with the occupants of the apartment, officers learned that Cassady and a female assault victim had been involved in an argument.  The argument escalated and Cassady assaulted the female causing injuries.  Officers further learned the female victim had locked herself in the bathroom and Cassady punched a hole in the door trying to get in.  Ultimately, Cassady left the residence and when he returned he was refused entry so he was repeatedly pounded on the glass door.  Subsequently, Cassady was placed under arrest and charged with second degree assault, intoxicated public disturbance, and malicious destruction of property under $1000.  Cassady was awaiting his Initial Appearance at the time of this press release.
