On November 6^th, 2019, The Cumberland City Police Department arrested Herbert Frank Twitty, 34, of Cumberland MD. Twitty was arrested on an active Bench Warrant for failing to appear in District Court on October 24^th, 2019. Twitty was taken before the District Court Commissioner for his Initial Appearance where he was released on his own personal recognizance.
