Assault Arrest
On Friday, April 10, 2015 at approximately 10:30 a.m., the Cumberland Police Department responded to an apartment building located on Altamont Terrace in reference to an assault complaint. Upon the officers arrival contact was made with the victim who stated that James Oliver Long assaulted her by spitting in her face. The victim explained that she was walking in the hallway of the apartment building when Long swiftly exited his apartment and began yelling at her for an unknown reason then spit on her. The victim stated that Long also grabbed her, made a fist and raised it like he was going to punch her. Long’s behavior disturbed the peace of the entire apartment building. Several other tenants exited their apartment buildings after hearing Long cause a disturbance. Long was placed under arrest and transported to police Headquarters for processing. Long was later taken to District Court for his initial appearance and was held at the Allegany County Detention Center on a temporary commitment awaiting representation from his attorney.
Arrested:
James Oliver Long – age 59 – Cumberland, MD
Charges:
Second degree assault, disorderly conduct, disorderly house, and disturbing the peace.
Shoplifting Arrests
On Friday, April 10, 2015 at approximately 3:40 p.m., the Cumberland Police Department responded to Market’s Food Market located on Park Street in reference to a shoplifting complaint. Upon the officers arrival contact was made with a loss prevention employee who stated that they observed two subjects; James Christopher Timothy Haines and Lauren Rose Lapp removing items from the store without paying for them.
Haines and Lapp were contacted and admitted to the theft. Haines and Lapp were both issued criminal citations charging them each with one count of theft less than $100.00; both were released from the scene and are pending further action in District Court at a later date.
Arrested:
James Christopher Timothy Haines – age 29 – Cumberland, MD
Lauren Rose Lapp – age 28 – Cumberland, MD
Charges:
Both were charged with one count each of theft less than $100.00.

Disorderly Conduct Arrest
On Friday, April 10, 2015 at approximately 8:30 p.m., officers responded to 200 block of Williams Street in reference to a group of subjects creating a disturbance. Upon the officers arrival they contacted the group and advised them of the complaint. One subject continued to create a disturbance and failed to listen to officers orders to quite down. This subject was identified as Eric NMN Brewer. Officers tried several times to have Brewer calm down and leave the area. Brewer refused to listen and was placed under arrest for disorderly conduct. Brewer was transported to Police Headquarters for processing. Brewer was later released after being issued a criminal citation charging him with disorderly conduct, pending further action at District Court at a later date.

Charges:
Criminal citation for disorderly conduct.

On Friday morning Cumberland City Police responded to Pyzano’s Restaurant on Greene Street for a reported breaking and entering. Entry was not gained but there was damage to the lock and rear door. There are no known suspects at this time.
City Police served a criminal summons Friday on William Ray Martz. Martz was charged with second degree assault and disorderly conduct. He was released pending his hearing in District Court.
