The Cumberland Parks and Recreation Board has recommended that the Mayor and City Council take action to place a total ban on smoking at Constitution Park. Jeff Hedrick is chairman of the group and brought the recommendation to the council at a recent public work session. He said currently there are no firm guidelines or restrictions in place park wide- and that has led to some confusion as well as frustration on the part of some citizens.
