If a special event or parade incur costs from City employees the ordinance should spell out that reimbursement will cover those costs. If there is no fire there is no cost for fire personnel. If they clean up after themselves there is no cost.
This seems to be just common sense.
The problem with such an ordinance would be if X number of dollars is added to any event or parade permit to cover anticipated costs to the City. That would be a money grab.

Another ordinance for the sake of enacting another ordinance. I would still like to know how an ordinance banning outdoor smoking is going to remove the vagrants.

By passing on more city services to people holding events (there is only one parade every year and its by a not for profit group) the city will basically just end all of these events. It seems like the city leadership is just trying to shut things down rather than build them up. Instead the city should be FUNDING more events to draw more visitors.
