By a unanimous vote Tuesday, the Cumberland Mayor and City Council appointed Richard “Rock” Cioni to fill the seat vacated by David Kauffman. Cioni,  a Vietnam War veteran, a retired mental health and substance abuse counselor and a longtime sports broadcaster for WCBC Radio, was one of five applicants interviewed to fill the vacancy.
