Maryland US Senator Ben Cardin says he tried to amend the Republican budget plan that would have raised a point of order against any legislation that included tax cuts that would either cause a deficit or reduce a surplus.  Cardin wants to insure against the federal deficit rising to fund tax cuts to the wealthy.
