Saying that moral is at an all-time low, Allegany County Board of Education member Wayne Foote voted against the superintendent’s proposed FY 2016 budget Tuesday night. The budget was approved by the board by a 4-1 vote, but Foote, a longtime educator in the public school system, says its unfair that teachers and other personnel have gone so long without adequate raises.
