Allegany County Board of Education vice-president Sara Beth Bittinger says that while she doesn’t like to see the board dip into its reserve funds to balance the budget- it is something that has been necessary the last few years. Board member Wayne Foote told WCBC News during the PACE Reception that the board has simply made poor choices and wrong decisions during the budget process in recent years- primarily by utilizing the reserve funds.
