On Wednesday, April 29th, 2020 the Cumberland Police Department responded to a Byrd Avenue residence for the report of an assault. When officers arrived, contact was made with a female victim who stated that she was struck in the face by Stephen Armand Fisher. Officers did observed injuries to the victim’s face consistent with a recent assault. Fisher was located moments later climbing out of window trying to avoid officers. He was arrested and charged with assault and taken before the District Court Commissioner for a bond review. Fisher was remanded to the Allegany County Detention Center held without bond.

On Tuesday, July 17th, 2018 the Cumberland Police Department responded to a Patterson Avenue address for a report of an assault. When officers arrived, they spoke with a female victim who alleged that she was assaulted by Tyron Waller and her 8 year old child was injured as a result of the altercation. Officers observed an injury to the child’s back which was consist the female’s statement. Waller was placed under arrest and taken to the Cumberland Police Department and charged with two counts of 2nd degree assault and 2nd degree child abuse. He was taken before the District Court Commissioner for a bond review and then remanded to the Allegany County Detention Center held without bond.

Just the month before, he was being held in the same jail without bond for an assault and home invasion, an arrangement that does not seem to restrict folk’s activity as much as one would expect.
