On October 4, 2017 at 8:25 p.m., officers from the Cumberland Police Department responded to the 200 block of Maryland Ave. for a disturbance. Upon arrival officers found two individuals identified as Nicolas Kneisley, age 25, and Amber Tallman, age 22, both of Cumberland arguing in the in the middle of the roadway.
Officers attempted to de-escalate the situation; however, Tallman refused to comply. After several attempts to get Tallman to stop creating a disturbance she was placed under arrest. Once Tallman was in custody, Kneisley continued to create a disturbance. He was then also placed under arrest.
Both Kneisley and Tallman were transported to the Cumberland Police Department where they were issued Criminal Citations for Disorderly Conduct, Disturbing the Peace, and Failing to Obey. They were then released pending trial in District Court.
On October 5, 2017 at 1:37 a.m., officers from the Cumberland Police Department responded to the 300 block of Harrison St. for a burglary in progress. Officers that were enroute were provided descriptions of the suspects by the Emergency Operation Center. While arriving in the area, one officer located suspects matching the descriptions identified as James Sutton Jr., age 31, and Michael Bullock, age 50, both of Baltimore, Maryland.
Officers learned through their investigation that an argument occurred between Sutton, Bullock, and the victim. Sutton and Bullock then chased the victim to the victim’s residence where the victim shut and locked the door. Bullock and Sutton then began kicking the door until till it broke open.
The victim then yelled to Bullock and Sutton he had called the police and they fled the scene. At the conclusion of the investigation, both Bullock and Sutton were placed under arrest. They were both charged with Fourth Degree Burglary and Destruction of Property under $1000. Both subjects were awaiting a Bond Hearing at the time of this Press Release.
