On 08-26-2014 a female victim/complainant responded to the Maryland State Police Hagerstown Barrack to report an assault and false imprisonment. Investigators from the Criminal Enforcement Division assigned at the barrack spoke with the victim. The victim described an incident that took place the previous day on 08-25-2014 at the AC &T convenience store located in Smithsburg, Maryland. She informed investigators that Michael Blickenstaff (34 yoa) of Hagerstown, Maryland, threatened her with a knife while parked in her vehicle at the establishment. Mr. Blickenstaff then entered the vehicle holding the victim and her toddler against their will. Mr. Blickenstaff then traveled throughout Washington and Frederick Counties as well as West Virginia and Virginia. During the course of these events the victim was physically assaulted and received a minor knife wound. Upon returning to Maryland, Mr. Blickenstaff took possession of the toddler before releasing the victim. Attempts to contact Mr. Blickenstaff were unsuccessful, therefore charging documents were prepared. It was later learned that Mr. Blickenstaff was in the Waynesboro area of Pennsylvania. Investigators from Maryland provided Mr. Blickenstaff’s whereabouts to law enforcement personnel in Pennsylvania. With the assistance of officers from the Waynesboro Police Department in Pennsylvania Mr. Blickenstaff was arrested without incident outside the Days Inn in Waynesboro, PA. Mr. Blickenstaff is currently awaiting an extradition hearing in Pennsylvania, upon his return to Maryland he will be formally charged with first degree assault, second degree assault and false imprisonment. The toddler was returned to the victim unharmed.
