On 09/23/24, a Joint Agency Warrant Sweep was conducted in Allegany County. Law Enforcement Agencies participating in the sweep included the Allegany County Sheriff's Office, Cumberland City Police Department, Maryland State Police, Maryland Warrant Apprehension Unit, and the Allegany County Detention Center.
The Warrant Sweep netted 27 warrants served, 2 criminal summons, and 4 arrests for CDS.
Jeremiah Daniel Martin, 40 of Cumberland, was arrested on two (2) District Court Bench Warrants for Violation of Probation. His original convictions were for: Assault-2nd Degree and CDS: Possess-Not Cannabis where he received a 1-year suspended jail term and 3-years Supervised Probation in each case. Martin is being held without bond.
Timothy Bobby Miller Jr, 36 of Cumberland, was served three (3) Circuit Court Warrants.
1. Grand Jury Indictment for charges including: 3 counts of CDS: Possession-Not Cannabis, 3 counts CDS: Possession With Intent to Distribution: Narcotics, 2 counts CDS: Distribution: Narcotics, Handgun In Vehicle, Loaded Handgun In Vehicle, Regulated Firearm: Illegal Possession, and Firearm Possession Crime Violence/Felony.
2. Circuit Court Bench Warrant for Violation of Pre-trial Release on a pending Violation of Probation with the underlying conviction of CDS: Possession With Intent to Distribute with a 3-year jail term with all but 6-months suspended and 3-years Supervised Probation.
3. Circuit Court Bench Warrant for Violation of Pre-trial Release facing the original charges including: 4 counts CDS: Possession-Not Cannabis, 4 counts CDS: Possession With Intent to Distribute: Narcotics, 4 counts CDS Distribution-Narcotics, 2 counts Fake CDS: Distribution/Possession With Intent to Distribute.
Miller is being held without bond pending a bail review in Circuit Court.
Daniel Erwin Smith II, 34 of Cumberland, was arrested on a Circuit Court Grand Jury Indictment for CDS: Possession-Not Cannabis, CDS: Possession With Intent to Distribute: Narcotics, and CDS: Distribution: Narcotics.
Michael Shawn Fear, was served a District Court Arrest Warrant for Electronics Communication Harassment, Telephone Misuse: Repeat Calls, Telephone Misuse: Obscene, Peace Order: Fail To Comply, and Harass: A Course of Conduct and is being held without bond pending a bail review in Circuit Court.
Sincere Jayvon Unique Issac, 22 of Cumberland, was served two (2) Circuit Court Bench Warrants.
1. Grand Jury Indictment for CDS: Possession-Not Cannabis and CDS: Possession With Intent to Distribute: Narcotics.
2. Circuit Court Bench Warrant for Violation of Probation on a Conspiracy-CDS: Possession With Intent to Distribute Narcotics conviction where he received a 10-year jail term with all but 5-years suspended and 3-years Supervised Probation.
Isaac is being held without bond pending a bail review in Circuit Court.
Trevon Marcel Emerson, 31 of Cumberland, was arrested on a Circuit Court Bench Warrant for Violation of Pre-Trial Release. His original charges are CDS: Possession With Intent to Distribute: Narcotics, 3 counts CDS: Possession-Not Cannabis, and Resist/Interfere with Arrest. Suspected Crack Cocaine was found in Emerson's possession, along with a syringe during the arrest resulting in Emerson being charged additionally with CDS: Possession-Not Cannabis, 2 counts CDS: Possession Paraphernalia, and Possession Contraband-Place of Confinement. When Emerson was brought to the Allegany County Detention Center, additional CDS Paraphernal was located. He is being held without bond pending bail reviews in both District and Circuit Court.
Kayla Jo Seib, 23 of Frostburg, was arrested on a Circuit Court Bench Warrant for Violation of Probation. Her original conviction was for CDS: Distribution – Narcotics where Seib received an 8-year suspended sentence with 3-years Supervised Probation. She is being held without bond pending a bail review in Circuit Court.
Alexander Leroy Bookheimer, 32 of Hustontown, PA was served a District Court Bench Warrant for Failure to Appear. His original charge is Driving Suspended on Out-Of-State Driver's License and Exceeding Posted Maximum Speed Limit: 69 MPH in a posted 40 MPH zone. Bookheimer was released on his own recognizance.
Erik Damon Baker, 37 of Frostburg, was served a Circuit Court Grand Jury Indictment for 3 counts CDS: Possession With Intent to Distribute: Narcotics, 3 counts CDS: Possession-Not Cannabis, and 3 counts CDS: Possession Distribution: Narcotics. Baker is being held without bond.
Three individuals incarcerated at WCI-Cumberland were served Circuit Court Grand Jury Indictments for Rape-1st Degree, Assault 2nd/DOC Employee, and Assault-2nd Degree:
1. Craig Anthony Parker, 40
2. Isaiah Tavon Banks, 31
3. Angelo Alexander, 32
Krystal Ann Canfield, 36 of Cumberland, was arrested on a District Court Bench Warrant for Failure to Appear for CDS: Possession-Not Cannabis. Canfield was later released on her own recognizance.
Jennifer Lynn White, was arrested on a District Court Bench Warrant for Failure to Appear. Her original charge is CDS: Possession-Not Cannabis. She was released on her own recognizance.
Steven Andrew Hood Sr, 36 of Frostburg, was arrested on a District Court Bench Warrant for Violation of Probation on a Theft: $100 To Under $1,500 conviction where he received a 90-day suspended sentence with 12-months unsupervised probation. Hood was released on his own recognizance at bail review.
Brain Matthew Rooney, 39 of Westernport, was arrested on a District Court Bench Warrant for Failure to Appear for the original charge of CDS: Possession-Not Cannabis. Rooney was released on a $2,500 Unsecured Personal Bond at bail review.
Christian Leroy Liller, 44 of Cumberland, was served a District Court Arrest Warrant for Assault-1st Degree, Assault-2nd Degree, Reckless Endangerment, Disorderly Conduct, Disturb the Peace/ Disorderly, Fail Obey Reasonable/Lawful Order, Intoxicated Public Disturbance, and Intoxicated Endangerment.. Liller was released on a $15,000 unsecured personal bond at bail review.
James Ross Growden III, 36 of Cumberland, was arrested on a District Court Bench Warrant for Failure to Appear. His original charge is Driving Without Required License and Authorization. Growden was released on his own recognizance.
William Andrew Robinette, 33 of Frostburg, was arrested on a Circuit Court Bench Warrant for Violation of Probation. His original conviction was for CDS: Possess-Not Cannabis where he received a 1-year suspended sentence and 18-months supervised probation. He is being held pending a bail review in this matter.
David Scott Brown, 34 of Morgantown, was arrested on a District Court Bench Warrant for his 2nd Failure to Appear. His original charge is Driving without Required License along with other traffic related offenses. Brown was additionally charged with CDS: Possess-Not Cannabis. Brown was released on his own recognizance.
Garrett Patrick Michaels, 24 of Barton, was served three (3) District Court Arrest Warrants:
1. Charges: False Statement to Officer, Obstructing and Hindering and Mal Dest Prop/Valu Under $1,000
2. Charges: Mal Dest Prop/Value Under $1,000, Off-Road Veh/Gov Property, School: Trespass On Ground, and Trespass-Posted Property
3. Charges: Mal Dest Prop/Value Under $1,000, Off-Road Veh/Gov Property, School: Trespass On Ground, and Trespass-Posted Property
He was released on a $1,000 unsecured personal bond.
Christopher Wilkens, 40 of WCI, was served a Circuit Court Grand Jury Indictment Summons for Murder-1st Degree.
Corey Mylord Eugene Crosby, 27 of Hagerstown, was served a Circuit Court Grand Jury Indictment Summons for 2 counts CDS: Possession With Intent to Distribute: Narcotics, 2 counts CDS: Possession-Not Cannabis, and CDS: Distribution-Narcotics. Crosby is being held without bond at the Allegany County Detention Center.

• Emily Rebecca Kesner was charged with 2 counts CDS: Possession-Not Cannabis and
• Summer Fawn Holland was charged with CDS: Possess Paraphernalia.

This past week an Arrest Warrant Initiative was conducted by the Cumberland Police Department’s Safe Streets Program. The Operation Safe Streets Warrant Initiative began Monday, June 2, and concluded Friday, June 6, 2014.
Our goal continues to be making our streets safer through the reduction of backlogged arrest warrants. The Safe Streets Operation sought citizen help in locating and apprehending individuals on open arrest warrants.
A total of nineteen (19) individuals were arrested on active arrest warrants, with a total of Twenty-one (21) arrest warrants being served. Three (3) of these arrested individuals were criminally charged with offenses that were committed in the presence of the officers working this assignment.
