Warrant Arrests

On Monday, October 28th, 2024, the Cumberland Police Department arrested Briauna Dawn Barnard, 31, of Cumberland MD. Barnard was arrested on an active Arrest Warrant issued by the Allegany County District Court for an incident that occurred on May 4th, 2024. During that incident, it is alleged that officers located her vehicle broken down and abandoned on the side of the road near Rt 220 and Interstate 68. At the time, the vehicle was found to have suspended registration and no insurance. Barnard was taken before a District Court Commissioner for an Initial Appearance where she was released on her own recognizance. At the time of her arrest, Barnard was also found to be in possession of an amount of suspected fentanyl. She was issued a Criminal Citation for the offense, pending trial in District Court.

On Monday, October 28th, 2024, the Cumberland Police Department arrested Shyanna Blair Wigfield, 24, of Cumberland MD. Wigfield was arrested on an active Bench Warrant issued by the Allegany County District Court on October 25th, 2024. The warrant alleges Wigfield violated the terms and conditions of her probation that stemmed from a previous conviction on theft charges. Wigfield was taken before a District Court Commissioner for an Initial Appearance where she was remanded to the Allegany County Detention Center. She Is currently being held on $1,000 bond.

***Adult Arrest***
On Monday, October 28th, 2024, the Cumberland Police Department responded to the 400 block of Pulaski St for the report of a violation of a Peace Order. Upon arrival, officers spoke to the complainants who advised they have active Peace Orders against a neighbor due to ongoing issues. They then advised that the neighbor yelled at them on this date from across the street, violating the order. Officers then contacted the neighbor, Lisa Flor Breiterman, 46, who admitted to yelling at the neighbor, violating the order. As a result, Breiterman was placed under arrest and transported to Central Booking. She was taken before a District Court Commissioner for an Initial Appearance where she was released on her own recognizance.

Jeremiah Daniel Martin, 40 of Cumberland, was served a District Court Bench Warrant for Violation of Probation. His original conviction was for 2 counts of Assault-2nd Degree and CDS: Possess-Not Marijuana where he served a 6-month jail term and was given 3-years Supervised Probation. Martin is being held without bond at the Allegany County Detention Center pending a bail review in District Court.

Dwight David Wilhelm Jr, 24 of Cresaptown, was arrested on a District Court warrant for Assault-1st Degree, 2 counts of Assault-2nd Degree, and Malicious Destruction of Property/Value less than $1,000. Wilhelm was released after posting a $7,500 percentage bond (10% Cash).

Charles (Charlie) Bret Parker Jr, 43 of Cumberland, was arrested on six (6) Circuit Court Bench Warrants for Failure to Appear. Each warrant is listed below.
1) Violation of Probation (Drug Court Termination) based on the conviction for Theft: $100 to Under $1,500 where he received a 6-month suspended jail term and 5-years Supervised Probation. He was also ordered to pay $120 restitution.
2) Violation of Probation (Drug Court Termination) based on the conviction for Theft: $100 to under $1,500 where he received a 6-month suspended jail term and 5-years Supervised Probation.
3) Violation of Probation based on the conviction for Fraud-Personal Identification Avoid Prosecution where he received a 1-year suspended jail term with 5-years Supervised Probation.
4) Violation of Probation based on the conviction for Malicious Destruction of Property/Value less than $1,000 where he received a 60-dy suspended jail term and 5-years Supervised Probation. He was also ordered to pay $800 restitution.
5) Violation of Probation based on the conviction for CDS: Possession – Not Marijuana where he received a 1-year jail term with all but 261-days suspended and CDS Administration Equipment Possession/Distribution where he received a 4-year suspended jail term with 5-years Supervised Probation.
6) Violation of Probation based on the conviction for Theft: $100 to Under $1,500 where he received a 6-month suspended jail term with 5-years Supervised Probation.
Parker is being held without bond at the Allegany County Detention Center pending a bail review in Circuit Court.

Trevon Marcel Emerson, 31 of Cumberland, was served two (2) District Court Bench Warrants for Failure to Comply – Violation of Probation based on the conviction for Theft less than $100 where he received a 90-day suspended jail term and 18-months unsupervised probation and CDS: Possession-Not Cannabis where he received a 1-year suspended jail term with 18-months Unsupervised Probation. He is being held without bond in both matters pending a bail review in District Court.
