On Friday, April 5th, The Cumberland Police Department responded to the 1300 block of Virginia Ave for the report of a motor vehicle crash. Upon arrival on scene, officers discovered that a Toyota SUV being driven by Richard David Potcner, 44, of Cumberland Md, had struck the rear end of a parked Subaru. Potcner then exited his vehicle and made contact with a nearby resident who had exited their home after hearing the crash. Potcner then attempted to enter the home without permission and had to be physically removed from the property by the residents. When officers attempted to speak with Potcner about the incident, he refused to identify himself and refused to provide information about the incident. He then attempted to walk away from officers and leave the scene, at which time he was placed under arrest. He was taken before a District Court Commissioner for an Initial Appearance where he was remanded to the Allegany County Detention Center. He is currently being held without bond.

Charges: Trespassing-Private Property, Burglary 4th Degree, Obstructing and Hindering, Assault 2nd Degree. Driving Unregistered M/V, Driving Uninsured M/V, Fail to Maintain Speed to Avoid Collision, Driving w/o Current Tags, Fail to Display Registration on Demand.
