On Friday, February 14, 2025 at approximately 10:37 PM, officers of the Cumberland Police Department responded to a residence in the 400 block of Baltimore Avenue in an attempt to serve an arrest warrant.  Officers arrived and located William Dibuono and Belen Waybright inside the residence.  The residence was posted as ‘No Trespassing’ and officers determined that Dibuono and Waybright did not have permission to be at the property.  Dibuono was also found to be in possession of suspected heroin and drug paraphernalia.  Both subjects were arrested and transported to police headquarters.  They were issued criminal citations and released pending trial.
