On Wednesday August 2nd, 2023, officers of the Cumberland Police Department responded to the teen block of Queen City Pavement for a reported theft complaint. Upon officer’s arrival they spoke with the complainant who advised that Ryan Winters had stolen items from the property and had created a disturbance. Officers were able to locate Winters nearby, still in possession of the stolen property. Officers placed Ryan under arrest and he was taken before a District Court Commissioner where he was released on his own recognizance.

Arrest: Ryan Lannon Winters, age 26, Cumberland Maryland.|
Charge: Theft Less Than $100, and Disorderly Conduct.
